Forbidden (403) CSRF issue on Rocky

Dear Friends,
I hope everybody is having a good day. We are still working on standing up our Rocky system.
We are not using HTTPS just yet. When we visit the dashboard (81) site we get "Forbidden (403)
CSRF" after logging in.
We have added:
SESSION_COOKIE_SECURE=false
CSRF_COOKIE_SECURE=false
to the end /etc/sysconfig/archivematica-dashboard but we're still getting the error. Is there anyplace elese we need to make adjustments?
