Decision Record for the removal of FITS in Archivematica 1.17

Hello all,

We at Artefactual wanted to make you all aware of our intention to remove FITS in the 1.17 release of Archivematica, which more broadly means that there will not be a "fall back" characterization rule or command in a default Archivematica installation. As always though, the Preservation Planning rules and commands can be altered locally and you can make the decision to configure a default characterization rule in your own installation if you so choose.

The decision is described in this Architectural Decision Record; the outcome is described as "TBD" but pending testing you should expect FITS to be removed in the 1.17 release. Documentation for upgrading from 1.16 will be provided.
