Hi all

CHanelle's provided an update on what we need for the resource consent next year - can I get a bit of help on where these are at?

Needed by December

Kiwiburn’s updated Health and Safely Plan - what's thre ETA on this and do you need any help from admin?

Operational Noise Management Plan - Oliver: will we be using the same one as last year?

Traffic Management Plan  - are we still loolking to revise this as discussed at Summit? Chanelle recommends that we use the same plan as the last two years if possible as it’s quite hard to get this plan approved by Council and the NZTA.

OMNP will by default remain the same, however i'll check in with Curt for a chat and see if we wish to update or develop it further.

Safety plan is due in November, I'll make a note to follow up late Oct to see how it's going.

Poppy had a friend looking at the traffic plan to see if it could be made less onerous. We haven't heard back yet and I reckon if we haven't by late Oct, we should flag that and go with what we have.

And just to reassure people, it's been updated, just Poppy sent it back for a couple of changes to be made, hence the delay.

Here is the updated TMP for anyone who wants to check it over.  Here also is the executive summary from the guy who did it:

"I've attached the TMP form and filled out everything that I could. The only things left to fill out really is the contractor/principal info and the times/dates that the road control will be necessary (Poppy will send these through tomorrow).

Also I'm pretty sure the RCA is "Horizons Regional Council" but I had already scanned it in when I figured that out.

I changed the Traffic Management Plan from the last one you had as I feel it was over-complicated and if anything affected the normal flow of traffic more than the actual event would normally have. The reason that you need a TMP is when you are affecting the normal flow of traffic. This is obviously true for Cooks Rd and State Highway 54 to a smaller degree but I do not think that the normal flow of traffic on State Highway 1 is going to be affected. Because of this, I only placed warnings of 'Caution' for 'Side Road' activities, as opposed to the 'Special Event' hazard signs placed on SH1 on your last TMP; drivers who see a hazard sign on SH1 without an accompanying 'Side Road' sign will assume that the hazard they are being warned of is actually on SH1 itself, which it is not, and so therefore we do not want to accidentally cause a change in traffic flow there from drivers slowing down. Another change I made was to reduce the distance of the signage on SH54 as for a Low Volume (LV) road such as this, with 100km/h fixed speed limit there must be 100m sign visibility distance which my revised TMP covers. When a sign is too far from the affected area then the driver may think that they have passed the hazard and not act accordingly. Additionaly on this road, similar to SH1, I changed to signage to 'On Side Road' activities for subsequently similar reasons as the changes made to SH1. The other changes I made relate to the Temporary Speed Limit (TSL) signs. I removed the gated style signage (both signs on both sides of the road) because it is not actually required on LV roads, reducing the signage clutter as it will be on a small road and the sings will be clearly visible. I also changed the TSL to 50km/h from the previous 30km/h you had as it is not advised to have such a drastic change in speeds, 70km/h is a big difference in travelling speeds and could cause some drivers to react erratically by either trying to slow down too rapidly or accelerate unnecessarily out of the TSL area. Plus, the limit of 50km/h will still be safe as festival-goers will still need to slow down further for entrance to the event. Finally, I removed the signage further down Cooks Rd as there is no need to have it on a private road, especially as the speed limit has already been reduced to 50km/h. If you still wanted to reduce it further you could set up more signage to do that along the private section of Cooks Rd, this would not require any council input as it private property.

I hope that this clears up the changes I made and why.

I'd like to think that the new plan I have is more concise than the previous year's one and can also help the traffic pass near Kiwiburn without being unduly affected by it.
