[Bug 729093] [NEW] Launcher tooltips appear under Dash

unity 3.6.0-0ubuntu2, Ubuntu Natty alpha 3

1. Click the Ubuntu button.
2. Hover over any item in the launcher.

What happens:
1. The Dash appears.
2. The tooltip for the launcher item appears under the Dash.

What should happen: Presumably, the tooltip for the launcher item should
appear on top of the Dash.
