Query regarding : "New Static Decoder for models"

Hello Sir,
         I am a second year, Computer Science Undergraduate from BITS Pilani,India. I read your "ideas list" and found your area of development very interesting.
I would like to volunteer to contribute to your project  "New Static Decoder for models". I am proficient in C/C++/JAVA and have a basic overview PYTHON(though haven't done a lot of coding in python).
I have basic knowledge of Computer architecture through Digital Design course that I have pursued and Microprocessor and Interfacing course that I am pursuing.
Please guide me how to contribute.
