New SystemC Release - with new license

Hi,

Today, I got a notification of changes in Accellera SystemC page.

They released a new minor version of SystemC, called 2.3.1a.

The biggest change is the new license as described in page's note:

"In 2016 Accellera re-licensed all SystemC supplemental material under the Apache 2.0 License. Access to some previous releases of SystemC material may still require acceptance of the terms of the SystemC Open Source License while the process of updating license statements is underway. Please contact the Accellera office if you have any questions."

We maintain our local releases and patches in Github.

The now default branch is the 2.3.1a and the last release code in the 2.3.1 branch.
