report-emacs-bug broken in latest nightly

When I try to run M-x report-emacs-bug, it crashes with the error
"Symbol's value as variable is void: prompt-properties"

I tested w/o customizations and the same thing happens.

Found this issue on GNU Emacs 24.3.50.3 (x86_64-apple-darwin10.8.0, NS
apple-appkit-1038.36) of 2013-02-27 on asura.local - Aquamacs
Distribution 3.xdev

I believe that this is still the most recent nightly.

I see this with M-x report-emacs-bug in an uncustomized version of Aquamacs.
