18. Disagree
-"The clash was not over slavery as a moral institution--most
northerners did not care enough about slavery to make sacrifices for
it, certainly not the sacrifice of war"(Zinn 189).
-"My paramount object in this struggle is to save the Union, and
is not either to save or destroy Slavery. If I could save it by
freeing all the slaves, I would do it. . . What I do about Slavery and
the colored race, I do because it helps to save this Union"(Zinn
191).
Agree
-"With the Proclamation,the Union army was open to blacks. And
the more blacks entered the war, the more it appeared a war for their
liberation"(Zinn 192).

To add to this, the proclamation was made in 1863 instead of 1861 at
the beggining of the war. If it had been over the moral issue, the
proclamation would have been mad at the start of the war, but since
Lincolns main goal was to preserve the union he only made it once he
was no longer afraid of losing any more border states, and once it
would have the desired political and military efect. It was therefore
not a moral issue, but a political and military one
