11. The northern elite wanted economic expansion, but the South
opposed all that because they thought Lincoln and the Republicans were
ruining their future prosperous ways of life.

12. The Emancipation Proclamation was a militay tactic because it gave
the "south 4 months to stop rebelling, threatening to emancipate their
slaves if they continued to fight " and "promising to leave slavery
untouched in states that came over to the North." The E.P. declared
states free in those areas still fighting against the Union.

TO add to what Sarina said, The Emancipation Proclamation was also a military tactic because the slaves in the south heard word that they were free and went north to fight the south.  THis hurt the South on two levels, one they lose valuable slaves that fight against them, and two if they catch the slave they must kill him, which then they lose a soldier/worker.
