Clarification for the Increment date for the employees joined through Compensation

Dear Sir,

I need some clarifications about the Increment date for the employees joined through Compensation.

1) Regard the Increment date:

The individual has joined under Compensation grounds and on Conditional basis.

For example: 

Date of joining: 02/08/2010

Month of Completion of exam: Apr' 2012

Q: In this case what will be the Regularization date?

Whether it is Month of completion of exam or date of written of exam or date of issue of Course completion Certificate?

Please Clarify..

I think the next day of date of last exam appeared is regularization date,
