REGULISATION IN CONDITIONAL APPOINTMENT

Hi,
sir, my name is fayaz ahammad, I am working as typist at District Treasury, Guntur.
I was appointed as typist on two conditions i.e, 1.Telugu type writing higher and
2.Office Automation course in computers as per G.O.Ms.No.268 Fin Dt.27/10/2007
Further, I known as G.O.Ms.No.268 is relating to Jr.Accountant and Senior Accountant
I acquired two conditions but, my regularisation was postponed after two years.
Now, shall you clarify me plz G.O.Ms.No.268 applicable for typist or not
