MY DEAR FRIENDS THIS IS KISHORE, Sr.Asst.


My friend "X" was initially appointed as Jr.Asst.- Cum - Typist on 24.12.2004 with a subject to condition on complete the requisite typewriting tests with in a period of  two years. But he was not completed the typewriting tests, till to date. 
He was passed requisite Departmental Tests for next promotion post as "Senior Assistant" in Dist. Office. 
His Services was regularized and probation declared in the Cadre of Jr.Asst.- Cum - Typist, on 24.12.2004 and 23.12.2006 respectively. 
At present there are 3 Sr. Asst. Posts vacant in Dist. Office. 
please clarify on the following issues, since the  Section In-charge was objected that, he is not eligible for Sr. Asst. Promotion and also not specifying the proper reason, So kindly clarify:


1. Whether, the above said individual is eligible for Sr. Asst. or not.  specify with the Rule Position.
2. Is there any objection to promote as Sr. Asst., as the individual not completed the requisite Type Writing test in the cadre of Jr.Asst.-cum-Typist.
3.Specify the Rule position to get the Promotion as Sr.Asst.
4.Moreover, Annual Grade Increments were not sanctioned from 12/2010 onwards by the Section Incharge,  since the non completion of  Type Writing test in the cadre of 
   Jr.Asst.-cum-Typist.

As per G.O.Ms.No.151, Dt.22.06.2004, Services of an employee who are
appointed on Conditional basis shall be regularised from the date of
fulfulment of conditions only.
Therefore, It is irregular that the regularaisation of services and
declaration of probation is not correct in the Junior Accountant cum
Typist Cadre. Moreover, if an individual was failed fulfil the
conditions within the stipulated period i.e.2years he may be give 2
more years as grace period. if he not fulfilled, the services shall be
terminated as Junior Accountant cum Typist and a oppurtunity may be
given to appoint him in a lower cadre. the increments also shall not
be given in the Junior Accountant cadre until he fulfilled all
conditions.
Hence, no question of promotion to the cadre of senior accountant in
respect of the said individual.

thank you! But more doubt that if one has fulfilled the conditions within the stipulated period, what dates will be taken in regulations of services, what are the rules? Please quote.

the date of fulfilment of conditions is taken as the date of regularisation (G.OMs.No.151, Dt.     .06.2011
