Why not making apt-cyg usable for other repositories?

Hello,

I've tries to use apt-cyg to download some sources and dependencies if any, but crashes with a setup.bz2 and setup.ini errors

apt-cyg -m http.kali.org/kali kali main non-free contrib find linux-headers
Working directory is /setup

Error updating setup.ini, reverting

I've used the patch in issue 23 without luck. I think the problem is that apt-cyg looks for files specific only for the cygwin repo, and not for generic repos. I used apt-cyg to grab a very specific file and possible dependencies inside a messy repo but it wasn't possible. Why not making it open for all repos? I think is a nice idea.
