Including rain since midnight causes weather reports not to be parsed

Hey,

I've been sending APRS packets such as

112033z0000.00N/00000.00E_216/000g000t043r000p000P...h89b...../A=1300 - my comments

And these are correctly parsed by aprs.fi, however once I fill the `P` field (with rain since midnight), aprs.fi stops parsing my weather reports and only receives them as position events:

112030z0000.00N/00000.00E_216/000g000t043r000p000P000h87b...../A=1300 - my comments

They are basically the same packet, a part the timestamp but setting P000, makes aprs to fail.
