Data Export Tool Limits too limited

I've been trying to use the data export tool for a couple of days now. Although the footnote states it can be used 3 times per day - It is only allowing me 1 down load CSV today. I waited the 24 hours, tried again today - downloaded one file, tried again and received  " You have performed too many requests. Please try again later." 

(I already posted the KMZ is producing a 500 error and goes against the per day limit) 

Anyone else get this ? We just launched and recovered our 3rd balloon but first time with a radio - tracking worked flawlessly, but having hard time getting the data exported

I just successfully did 3 CSV exports and the fourth gave a rate limit
error. Seems to work fine.

I did a quick look at the logs, and at least yesterday and today you have
not waited 24 hours between the attempts. It's a rolling 24-hour window,
not a "per calendar day" limit. Also, the rate limiter is requires you to
stop banging against the limit for it to open up (when the limiter denies
a request, it counts that as one request towards the limit). It works like
this so that it completely denies service to robots banging the service
all the time.
