Hi,

Blocking is difficult. I can block something like this on data ingress at
aprs.fi, but it'll still appear on the APRS-IS and on all the other APRS
servers and systems, unless it's filtered on those separately. It's also
fairly easy for the offender to adjust the packet slightly so that it
bypasses filtering.

The IP address is logged on the APRS-IS servers, so it's possible to find
that out. The T2* server ID is listed for each packet in the raw packets
list: https://aprs.fi/?c=raw&call=DG8JT-WC&limit=50&view=normal

But depending on what type of IP it is, it might be difficult to find out
who uses it. If it's an IP address of a server or consumer Internet acces
network in Europe, and you involve the police (due to defamation and the
forging of identity), they might be able to find the person.
