aprs.fi upgrade and outage

Hi,

I just finished doing a little upgrade on aprs.fi: kernels, libraries,
etc. Due to the reboots there was a short outage on the web service too.

The main fix included is a CSS fix to the station information balloon on
the map view. Due to the upgrade of the Bootstrap CSS library, some small
style changes happened here and there, too.

I also accidentally re-enabled the alert emails service for a while,
without actually fixing it properly yet, which caused a bunch of slightly
silly alert emails to go out. Sorry about that!
