How to recompile (create new app) with API level 26?

I set "Target SDK Ver" to 26, but Google Play warns that my app targets API level 7.

Is "Target SDK Ver" same as "API level"? I've done some searching online to find out that Android 8.0 uses API 26. Maybe I should set "Target SDK Ver" to "8" to make my app to be compiled with API level 26?

Maybe i'm wrong but i think that this below don't work well...

when you decompile apk, in /temp_myDecompiles/ there is a file "apktool.yml" and if you edit it, you can modify minSdkVersione (that is always "7") but targetSdkVersion?

I don't know... some idea?
