Is it within the rules to add a Voting button to our apps to facilitate/direct users to the World Bank's Apps for Climate voting page?

Hi MapsRus

Thanks for asking. It's totally allowed to use a prompt within your
app to ask users to vote during the public voting. Do remember that
the users will still need to register with worldbank.org/challenge to
cast their vote.
