Sectional / Preferences import errors

I'm based in Dayton, OH and I have Avare 11.1.7 running fine on an android 11, with 2607 NE sectional zip loaded.   I installed 11.1.7 on a new android 16, registered it, downloaded the Database and 2607 NE Sectional zip.  On the android 16 the Map displays countrywide sectional when zoomed out, but when zooming in and panning around Ohio, the map goes black.  The Cincinnati sectional and the western half of the Detroit sectional are not displaying. The rest of the NE sectional region does seem to be working.  I get a red banner "Download Sectional Cincinnati" or "Download Sectional Detroit" when I pan the map around Ohio west of Pittsburgh.   Tried deleting and reinstalling the NE sectional zip several times, and also uninstalling/reinstalling app... no change. 

Also, when I used the tools, export data function, I was able to export  "Plans, Checklists, WP, WNB" and import successfully to the Android 16 phone.  But when I tried to import "Preferences", it gave me an error.  I tried exporting/importing Preferences several times, but always an error.
