We can't publish our apps

Hi all,

While ago, we submitted our apps for approval, and approved.

And we unpublished our apps because we didn't release it yet.

But, now, In Google Apps Marketplace, publish button is disabled.

So we can't publish our apps.

According to above link, we must create apps using new version.

Must we submit our apps for approval again?

Moreover, new google apps marketplace supports OAuth2.0.

And we are using OAuth1.0 on our apps.

Must we replace OAuth1.0 by OAuth2.0?
