Google Marketplace App, can't certify, google will not provide cause.

Each time I submit my app to the marketplace it gets denied and I get this e-mail... 7 times, exact same email:

Hello,

Thank you for submitting your App to the Google Apps Marketplace. As part of our review process, we install and enable all Apps, and found a problem with your App.

Though it appeared to install correctly, during testing, the app did not appear to correctly implement single sign-on for users, and the universal link provided did not open any page.

The expectation for the marketplace is when the admin installs the app in the marketplace they're enabling it for the users in their domain. Users should be able to start using the app immediately using their Google Apps account. If you need to do configuration/purchasing for a domain during
installation, you can add your own pages into the installation flow as
described at:

When checking my logs, I find that only 50% of the time this is actually tested.  Am I the only one that gets not direction from google for why it has failed?  I have completed the steps above and I don't feel I can't make any further adjustments to my app based on this.  Advice?
