Accounts for testing marketplace apps? Separate domain?

TL;DR: Is it possible to setup GA test domains without paying a $50/account fee for each of 15-20 test accounts?

We've previously developed apps for the Marketplace on our "live" domain because all the development was done in-house. However, now we'd like to give access to some external people and obviously don't want them to have domain admin access. Ideally we'd set them up on a separate test domain. We don't mind paying for an account or two or three, but we need 15-20 GA accounts in the domain to do adequate testing.

As a registered Marketplace vendor, is there a way to do this now that there is no longer free domain hosting?
