i saw that once and explored the route before/after trying to figure
out what the cause was...
if you go west a bit, then north when you get off the bridge, you get this:

which makes me think that it was just really, really foggy that day,
wreaking havoc on the auto gain control code/algorithms behind the
stitching program, so in the end it just took an image of solid gray
and converted it to noise.
you can see this effect if you take a picture in a dark space and then
run it through "equalize" in photoshop.
