userHasDeclinedToRate

This app works very well, but I don't understand something.  When I set a breakpoint in userHasDeclinedToRate, it never hits it even after I press the "No, Thanks" button.  The code seems to work, but the breakpoint should get hit, shouldn't it?  Thanks!
