how many users actually rate an app after clicking "rate app"?

Has anyone examined the number of users clicking "Rate app" compared to the number of ratings they get?  I have been tracking the number of times "Rate app" is clicked and it is on the order of 4 times the number of ratings I am getting in the app store and wonder if this is similar for other people.  I only recently added a rate feature, so I also wonder if it has to do with the link in iOS 7 no longer going directly to the reviews tab in the app store.  Seems like people should actually rate the app if they have decided to, but I expected the attrition rate to be less than 20%.
