App Mit Inventor 2 Offline - License

Hello,

I have to ask if this means that MIT Inventor 2 offline versja is free and I can use this version to design and build the final .apk file for another user?

I found a link where the author allowed to download the offline version about which I'm writing now. Please answer if it is legal and open for me not only for the test but for building a mobile application.
