Hi there,
App Inventor can be run locally, but you will still need to run it on
top of App Engine (but also locally, not hosted; so, a local version
of the App Engine SDK running in your machine). That is how we develop
it. All the information needed is here:

The only piece that currently needs access to the Internet is the
Companion app (to work through wifi). There is also a server that you
can run locally for that, and it's part of the sources, but not fully
documented. If you don't want to deal with that, you can still use the
USB cable (or emulator) to work.
