how should i put ads

i have signed up on mob partner but they are saying first publish the app and then they will put ads how is it possible?

i dont know how to do it 

i have just created the app without ads what the next step how should i put ads and how to use that app in mobpartner

Publish the app 1st time with no ads then add ads to the app and upload new apk
