template_dirs empty??

Has anyone run into the problem where their app says template_dirs is
empty, even though the value in settings.py is not empty? This results
in nasty TemplateDoesNotExist errors. I can get rid of them by
restarting the server, but something is clearly wrong here. I've tried
getting help on the main app engine group here:

But no one seems to know what seems to be the problem. One suspicious
piece of code that I found was this:

Is this a known problem with no known solution? If I deploy my app,
will I see these errors in production??
