Comprehensive tutorial for creating APN certificates to use with Passbooks?

Hi there, 

Just wondering if there is any comprehensive tutorial out there on how to create push notifications certificates (pem) to be able to receive notifications in my passbooks. Notice that i am NOT doing a native app, is s simple webpage where you can download a pass and install it in you iOS device. 

I have been reading around that i have to use the same certificate that i use to sign the passes but i am trying to follow the tutorials and it does not seem to work at all, i am able to use the php library to connect but no notifications are received in my device.
