0 32 googleplus0 0MANILA, Philippines - Bayan Muna and Gabriela are the most preferred party-list groups, a recent survey by the Social Weather Stations (SWS) showed.
Bayan Muna and Gabriela obtained 8.68 percent and 5.55 percent, respectively, in the SWS poll conducted from March 15 to 17.
The two party-list groups could get the maximum three seats each based on allocation rules, SWS said.
The SWS survey used face-to-face interviews of 1,200 registered voters nationwide. BusinessWorld published the results of the SWS poll yesterday.
Akbayan came in third with 3.71 percent; followed by OFW Family Club Inc. with 3.6 percent; Coalition of Associations of Senior Citizens in the Philippines, Inc. (Senior Citizens) with 3.52 percent; Advocacy for Teacher Empowerment Through Action Cooperation and Harmony Towards Educational Reforms (A Teacher) with 3.45 percent; Magdalo Para sa Pilipino (Magdalo) with 2.83 percent; Abono, 2.6 percent; An Waray, 2.49 percent and Anakpawis with 2.45 percent.
The party-list groups are likely to get two seats each.
Meanwhile, Ang Laban ng Indiginong Filipino (ALIF) got 2.2 percent; Abante Mindanao, Inc. (ABAMIN) 2.14 percent and Kabataan, 2.03 percent. They are likely to get one seat each.
The parties winning at least two percent of the national vote are given one seat, with additional seats determined by a formula depending on the number of votes garnered, with no party winning more than three seats.

Lente backs SC ruling on party-list
Meanwhile, an election watchdog has rallied behind the Supreme Court (SC) on its recent decision to shake up the party-list system.
The Legal Network for Truthful Elections (Lente) said the SC ruling, which opened up the party-list system to national and regional groups not belonging to “underrepresented and marginalized” sector, was faithful to the Constitution and would even strengthen the system.
Lente executive director Louie Guia said their group agrees with the findings of the high court that party-list groups need not represent marginalized sectors, and the term marginalized should not be equated with being poor.
“This new ruling is more in line with the 1987 Constitution. If the intent of the Constitution was for the party-list system to be sectoral representation, it should have said so. Instead, the Constitution says the party-list system is for proportional representation,” he told reporters covering the SC.
Guia cited the opinion of Justice Marvic Leonen that if the party-list system is only for the marginalized sectors, those that represent certain advocacies such as the environment should not have been allowed to run.
“The implication of this ruling is that the party-list system will be more inclusive. Progressive groups must just work harder to get their seats,” he said.
“That is really the way a party-list system is understood worldwide, where a party-list group starts out small before eventually evolving into a stronger political party,” Guia added.
Poll lawyer George Garcia also welcomed the SC ruling, which was earlier criticized by election lawyer Romulo Macalintal and militant party-list groups.
Garcia, however, admitted that the Party-list Law or Republic Act 9741 “remains problematic” and must be amended or revised.
“Because the law is so vague, it became subject to several interpretations. The Commission on Elections, for one, made a wrongful interpretation, and the Supreme Court had no choice but to follow the law and the Constitution,” he said in an interview.
“One can say the ruling is a band aid solution, but a surgical and permanent solution by amending or revising the law is in order,” Garcia said. – With Edu Punay

I share your sentiments Sir Albert. Surveys are always biased and aimed to condition the minds of voters and decision makers. Sa presinto ang labanan, hindi sa pahayagan.
KMBI had been working alongside with all APPEND partners to enable our clients and staff to vote and get at least 10 potential voters for APPEND. To date, 91,000 clients and staff had signified their intention by becoming APL members and get other voters. If they would do their assignments well, that is a vote of 1 million… Even in areas where other party lists are strong, our Branches are finding ways to convince people to support APPEND. While we agree that some areas do need improvement, we are still newbies in this area, and we are working to fill out the gaps while we carry forth the campaign.
Instead of giving attention to SWS, we should focus on ensuring that our people are all prepared for May 13. We should install a system to generate data of actual votes cast at the precinct level and eventually consolidated on a municipality, province, region wide or in our case, branch/area/region wide data so we can immediately assess concern areas while we have time. In our case, our Center President (center chief) and Program Assistants (program officers) shall perform the crucial role of getting the data from our clients. This means they need to be enabled to do so in terms of communication allowance. Earlier, Albert told me that we can get cellfone loads (unli call and text, all network, 30 days expiry) that we can distribute to our staff and clients. Estimating at 60 pesos, we can work at a 50-50 payment scheme with center president and PAs (Append shoulders 30 pesos, while staff the remaining amount). Considering that we have 8,608 center presidents and 1,000 program assistants @ 30 load/person, this is an allocation of 288,240.00 pesos. We aim that we can follow-up, encourage, monitor, and inform people from the ground up to APL HQ come election day if we can provide them with the needed communication support. True, 288,000 pesos is a lot of money at this time, but we allocate funds where the votes are generated, where the deliverables are secured,and in this case, this should also be given attention.
All of this of course this may not land us a place in SWS surveys but again, victory lies with the prepared and not with PR tools. We shall remain focused on ensuring clients vote along with their family members 124. APPEND on May 13.

Whether we agree with the survey or not, since the survey was posted in the dailies, the write up / news itself is a sort of 'advertisement' for those in the list.
Let me offer an almost free 'advertisement' and create our (APPEND) presence in the competing market of ideas and ideologies in the internet world, which eventually would impact the real world, i.e., the media and the voters. When President Obama initially ran as President, the social media (FB, tweeters, blogs, yahoo, etc) carried him greatly!
Although majority of our clients may not have access to social media tools, our staff members, board members, friends and relatives have their own. I have gotten firm commitments to vote and campaign for APPEND even from friends colleagues I have not met in person or have not met in years, and I too am really delighted to hear their commitments to vote and campaign. I have several overseas responses from HK, Canada, USA, Singapore, Malaysia, Middle East and Africa. Simply this is what I did:
1. I used my own FB account to send a two paragraph write up about APPEND PL. Instead of just posting or reposting the APL announcement, I personally sent the write up to over 600 FB friends and to friends of my FB Friends. Anyone who has an FB account would be aware that you can do private messaging to your FB friends by using the message box in that friend's account. Be sure to reply again when the FB friend that you sent the message replied to your initial APL message, and encourage the said friend to forward or repost to their friends too.
2. To those who have tweeter accounts, let us agree on a particular date/s to write something about APL (e.g., I will vote for APPEND 124; APPEND 124 microentreprenuers' party list; support the microentrepreneurs by voting APPEND 124). I guess, if about 100 tweets and retweets will come out from those who committed to just write something, APPEND might become the trending of that particular day/s! The media and press will pick it up APPEND as a trending word / item of the day.
3. To those with blogs, when you respond to someone's blog, cite APPEND PL 124 in your response and again, this will be picked up by the net.
