Dear APOs,

Happy Easter!

Two things:

1. Please don't forget to submit a Statement of Expenses on Public Rally (Annex D, Comelec Resolution No. 9476, s.2012) to the Election Officer where you submitted a Notice of Public Rally. If no rally or motorcade took place but you earlier submitted an NPR, please write the Election Officer concerned that no rally or motorcade took place and state the reason(s). If not, we will be in violation of an election offense which could be a ground for disqualification.

2. You will be receiving your USB drives containing the nationwide CVL anytime within this week. We took pains in getting the right connections at the lowest consideration possible to get this very vital database. Feel free to use those data to the maximum extent possible.

The CVL can be used to:

A. Determine ghost voters which is only feasible at the local level.

B. Serve as a mailing list database which APL won't be doing because it is very costly.

C. Determine if our own leaders are registered voters.

D. Guide our partner organizations in appointing poll watchers (or warriors) to serve on Election Day.

E. Help our clients and members dertermine their respective polling places and precincts so that they won't be prey to misleading info on Election Day.

F. Help non-clients and non-members determine their respective polling places and precincts and (because of that simple act of kindness) in the process win them to vote for APL.

Our leaders, PWs, clients and members, by knowing where to proceed very early on May 13, can vote early and help out in other precinct-level tasks.

Let's use this gem in our hands to benefit APL win BIG on May 13!

Thanks, Pres. Jeng & Cong. Raineer, for your reminders.

This strategy has always been in our strategic plan since Day 1 and reiterated again and again by this humble representation.

Modifications in the plan have been made almost daily subject to existing conditions, principally funding, as we know this is a vital part in our campaign.

To date, all we have are plans, revised plans, and modified plans. We can't roll out anything because of funding uncertainty.

The ideal may not happen because it costs money. If we cannot realize the ideal, we move to what's realistic and affordable and stop theorizing on the improbable. And until we know how much we can allocate and spend, we will always be revising our plans. Election Day is 31 days away.

The CVL is a breakthrough. Next should be the determination of the actual amount we can spend so that our plan on Election Day can be finalized and implemented.

Pollwatch training, legal teams, logistics, etc. All these must be funded and necessary preparations done. Preparations must also include the true determination of what our partners can actually do on the field.

As I have presented and discussed during the last Append, Inc. BOT meeting, the least that we can do is to convert all our 58,000 center chiefs into communications & monitoring machines on Election Day, utilizing them as feedback mechanisms re votes garnered by Append from precincts which they have proximate control through their clients, and report them to their respective APOs, then to APL's Operation Quick Count.

I'm afraid that if real funds for Election Day are not physically available by mid-April, all these will remain grand plans on paper.

in addition, we need to have volunteers who are confident, backed up by election lawyers, accessible by cellphone. Nava's strategy could fail if the whole strategy is hijacked, such as

1. when the name of the voter is not on the list
2. when the precinct is moved to a different place
3. when the pcos machines are stolen
4. when there is rampant vote buying
5. when there is campaigning in the precinct itself
6. when there is brown out or electrical failure done in such as way as to make the election fail
7.  when there is violence that prevent voters from voting or armed people around not authorized by comelec
8. when the teachers watching the polls coach or encourage voters to vote one way
9. when there is computer fraud going on as when the pcos is redirected to another server on canvassing
10. and please remember that party list poll watchers are not allowed in the canvassing, only the regular political parties are allowed.

it is the prediction of comelec that 50% of the fraud will happen through vote buying. we have fill in the blanks complaint affidavits that can be easily answered and filled out and signed by victims or complainants and promptly filed with comelec. we can train you.

This is a gentle reminder to everyone to please submit the names of your poll watchers/poll warriors that will do the reporting of votes, praying for votes and guarding the APPEND votes. The process of getting accredited and issuance of COMELEC IDs is long. We need to issue original copies of appointment papers signed by the APPEND people recognized by COMELEC before COMELEC IDs as pollwatchers are released.

Information 6 to 10 are found in the CVL (certified voters list from COMELEC) which was already given to each one of you.

Secondly, we'd like to request that you please read the email of Albert regarding the power of CVL. Of course nothing is more powerful than prayers. The CVL which is our tool can provide very good information service to our neighbors, relatives, friends and even enemies. Knowing in advance the precinct numbers and polling centers of voters before they vote is a relief indeed as they will not waste time and get stiff necks from searching their names from the sea of names.

Finally, we request that everyone prays for our landslide victory. Only God through His Holy Spirit can give us three seats and more in Congress and in the government. Zechariah 4:6

Again many thanks to our APPEND Board and founders of APPEND, our Executive Directors, management staff and all our branch staff including the nominees' and lawyers for their relentless campaigning. May our great and all sovereign God bless all our efforts.
