Dear All:

I wish to join Pres. Jeng in reiterating the need to submit the names of your volunteer poll-watchers (PWs). I cannot stress the importance our PWs will play on Election Day.

While we aspire to have at least one (1) PW in every established precinct (344,529 nationwide), practicality dictates that we cannot. The human & financial resources required are enormous.

What we will do is to appoint a PW from our pool of clients, staff members, officers who are registered voters in their respective precincts. We can validate this from the CVL issued to you via your APO. We may not be able to appoint one in each, but we should have one in precincts where we are many and strong. This goes all the way to the city, municipal and provincial boards of canvassers.

These PWs will be responsible for herding voters to vote on Election Day, report any unfavorable activity in the precinct and nearby areas to their center chiefs, and record the votes for APL after the PCOS finishes its count & report the same to their center chiefs.

The center chiefs will act as the hub of our Election Day activities, with their respective APOs acting as clearing houses. APOs report directly to our legal team and Operation Quick Count (OQC) center on any and all matters.

Why do we need to determine, record and report the votes we garner from the precinct level? Aside from getting an indicative yet unofficial count, the trend at OQC will give us an indication of things, positive or negative.

Having a precinct-level count database will help our legal team plot the legal courses of action in case of any eventuality. Having possession of Election Returns is most desirable in case of any legal action instituted by us.

On 29 April 2013, we will hold an APO meeting precisely to finalize these matters. On 30 April 2013, we will conduct a training-the-trainors poll-watch seminar. Details of these important activities will be sent to your APOs tomorrow.

This is a gentle reminder to everyone to please submit the names of your poll watchers/poll warriors that will do the reporting of votes, praying for votes and guarding the APPEND votes. The process of getting accredited and issuance of COMELEC IDs is long. We need to issue original copies of appointment papers signed by the APPEND people recognized by COMELEC before COMELEC IDs as pollwatchers are released.

Information 6 to 10 are found in the CVL (certified voters list from COMELEC) which was already given to each one of you.

Secondly, we'd like to request that you please read the email of Albert regarding the power of CVL. Of course nothing is more powerful than prayers. The CVL which is our tool can provide very good information service to our neighbors, relatives, friends and even enemies. Knowing in advance the precinct numbers and polling centers of voters before they vote is a relief indeed as they will not waste time and get stiff necks from searching their names from the sea of names.

Finally, we request that everyone prays for our landslide victory. Only God through His Holy Spirit can give us three seats and more in Congress and in the government. Zechariah 4:6

Again many thanks to our APPEND Board and founders of APPEND, our Executive Directors, management staff and all our branch staff including the nominees' and lawyers for their relentless campaigning. May our great and all sovereign God bless all our efforts.
