how to know if an application resists repackaging

I wanted to repackage a BHIM application by doing some changes in the Android Manifest file. 

I was successfully able to build the apk and also with the help of apk-signer I signed the apk.

When I launched BHIM app in my android Pie, it was not showing even the mobile verification page.

Does that mean it resists repackaging?
