Best place to find API developers

I'm currently looking for hire a freelancer to help develop an API for our systems. Where would you suggest I advertise to find an outstanding person?

Maybe try http://www.api-jobs.com/ - lot of good stuff goes there, it's relatively new though so you might want to put it in other places (e.g. github) also.

To give some further information as requested:

We are currently developing a web app using C# ASP.net using MVC framework and MSSQL.

The web app we're developing is used to interview applicants. The API will be used by third-parties such as recruitment software vendors. 

The API needs to be able to create new Assignments (aka jobs) giving information such as interview questions and on success give a response including a unique code that the third-party can send to candidates inviting them to take the interview.

The API can also be used for inviting applicants to take the test (where we email the applicant). It's also used for checking number of credits.

There is some additional functionality such as checking number of interview credits remaining.

We would also like to develop a method that allows the third party to collect new interview responses but does not require constant polling.

Having never setup an API project like this before we found Apigee et al and are looking to produce a very high quality API that is easy to integrate.
