The government is able to TAX the people/states and then SPEND the money on things they feel is important (or give it to the states to use)... what's an example of how they do this to increase their power?

One example is Congress can withhold federal funds from states that refuse to enact laws consistent with federal mandates. For example, if Congress wanted the age to recieve a liscense changed to 19 (although the constitution does not give congress the power to pass a law to that effect)Congress will provide federal money for states if they follow this law. If not followed states wont recieve the appopriate funding needed for public uses such as highways, ect.
