What's the War Powers Act? How does it limit the President?

The War Powers Act is a resolution, requiring the president to notify
Congress within 2 days of sending armed forces into action and it
forbids them from staying more then 60 days, with a further 30 day
withdrawal period.

Although it was passed under the necessary and proper clause, it
limits the president's authority in the use of force. They
feel that it also changes the balance of the executive and legislative
branches.
