Under the oversight of the São Tomé and Príncipe Head of Projects Office, the Programme Manager will
- ensure the smooth, efficient, and effective delivery of the projects (including, but not restricted to, projects funded by the EU and the GEF; 600-700kEUR/year) implemented or co-implemented in São Tomé and Príncipe, by:
- Leading effective co-ordination of the programme’s projects and management of their inter-dependencies including oversight of any risks and issues arising.
- Coordinating, drafting and delivering in a timely manner, high quality reports and other project deliverables with project partners and consultants and in line with donor requirements.
- Being responsible for the overall monitoring & evaluation of the BirdLife São Tomé and Príncipe programme.
- Providing guidance, technical & administrative support to project staff, project partners, and consultants; and providing technical and strategic support to civil society and government institutions in São Tomé and Príncipe; toward delivering programme expected outcomes and impacts.
- Supporting management of team capacities & capabilities for enabling effective/adaptative change.
- Facilitating the development of annual work plans and support its implementation & monitoring.
- Cultivate strategic relations & leverage opportunities for fundraising.
Required skills, experience, and qualifications:
- Master’s Degree/Academic level or equivalent professional experience
- Experience working in Africa (and in particular in São Tomé and Príncipe an advantage)
- Excellent project and financial management skills
- Excellent facilitation and institutional capacity building skills
- Ability to set work priorities, organise activities, meet deadlines and monitor projects
- Excellent written and verbal communication, and analytical skills
- Promotor of innovation for biodiversity conservation and sustainable development
- Professional proficiency in Portuguese and English. French basic abilities an advantage.
