how can .htaccess set permissions on subdirectories?

Hi,
I have a directory called:
/files/

every time a new users is created it adds a new directory to /
files/... ex:
/files/user1/
/files/user2/

Other then setting the chmod when I create the directory is there a
way to set up .htaccess to allow uploads to that directory? Of say
images?
