Updated php 7.x and Apache 2.4.x builds

All,
Can I suggest that anyone that wants to play along with latest php 7.4.x
and Apache 2.4.x builds, subscribes on github at
https://github.com/psmedley/php-os2 and
https://github.com/psmedley/httpd-2.4-os2 resepctively, to monitor the
PR's (Pull Requests) and subsequent build URLs.
I don't intend to post links here until things settle down.
