DESCRIPTION
The ideal candidate for this position must be able to: · Prepare $3,500,000 department operating budget. Monitor $6,500,000 ER&R charges to City departments and $15,000,000 in fixed assets. · Research, design, and implement business plan for Equipment Services department. · Make budget and program proposals and recommendations, based on best practices research and analysis of financial, efficiency and organizational impacts on equipment utilization. · Perform the complete range of analytical work to discover patterns and determine cause-effect relationships between operating costs and repair of equipment, and optimum replacement time. · Develop data collection reports; gather, catalog, and summarize quantitative and qualitative data, to include cost and other performance measures, customer satisfaction, training needs, salary and benefits data, etc. to support organizational planning and resolution of issues. Identify improvement opportunities. · Develop and maintain a vehicle and equipment warranty recovery program. Develop in-house and other warranty procedures with manufacturers. Conduct audits on all warranty work performed. · Coordinate training, consultation, and technical assistance for equipment services shop personnel. · Research, develop and present recommendations to management regarding cost recovery sources, service delivery options and service levels. · Analyze and forecast fund balances for fleet maintenance and equipment replacement funds. · Prepare monthly and yearly vehicle cost and utilization reports for user departments. · Coordinate the work of outside contractors and/or consultants, as necessary. · Prepare, negotiate, administer and monitor inter-local service agreements; serve as liaison with other governmental service providers. · Interpret pertinent laws and governmental regulations. Represent department at budget and council meetings. · Prepare and present complex spread sheet analysis with recommendations to determine shop rates, charge back rates, and cost per mile. · Prepare bids and quotations. · Analyze parts and fuel inventories, develop and oversee internal controls. · Coordinate disposition of surplus equipment and obsolete inventory, research new outlets. · Serve as department computer administrator, design reports in RTA shop management software, train and support users.


REQUIREMENTS



Professional Requirements: Two years of analytical experience involving research and reporting of complex data. · One year experience in fleet management or government.

Educational Requirements: The ideal candidate for this position should have: · Equivalent of a Bachelor''s degree from an accredited college or university with major course work in finance, accounting, business administration, or a related field.
