At the present time we are looking for a Purchasing Manager for our internal
operations. This anticipated contract position will start in June of this
year, and may roll into a full-time position.

Job Description
a.. Negotiate, purchase, and rotate inventory while maintaining excellent
relations with suppliers. Establish criterion that evaluates products and
services as basis for acceptance or refusal of vendor deliverables.
b.. Develop and seek approval for purchasing operations budget from
company's executive team. Make provisions for staff, equipment, services,
and other items needed to conduct purchasing services on behalf of the
company.
c.. Directly manage staff for all actions as they relate to the purchasing
department. Ensure that proper training and adequate staffing levels are
maintained to meet projected demand of the purchasing team.
d.. Reporting to the company's executive team, the candidate will provide
information on companies purchasing practices as they relate to industry
bench marks, forecasts, and budgets. Provide recommendations based upon
industry trends company's situation, established goals.
e.. Establish an overall purchasing strategy addressing the short term and
long term purchasing needs of each internal client and their respective
geographic locations.
1.. Consolidate current procurement practices, pursuing economies of
scales for each company in addition to the overall company. Uses creative
approaches to ensure that each company is receiving the best possible price
while achieving the defined level of quality and service by internal
clients.
2.. Identify and implement comprehensive purchasing system accommodating
purchase orders, inventory tracking, payments, returns, and order
information flow to clients. Will need to work with financial department.
3.. Develop and implement cost saving measures for company purchasing
that will reduce the need to retain stock, seasonal or peak purchasing, lead
time, operations meetings, efficient use of materials (vendor education
initiatives).
4.. Seek and initiate strategic alliances with vendors. Ensure that
vendors are able to compliment company's operations and that vendor channel
is aligned with company's goals.
f.. Establish and manage a system that supports the creation of RFPs for
company's large scale and repetitive procurement programs, and provides a
framework to support a team responding to RFPs advertised by company's
clients.
g.. Meet with internal clients on a regular basis to deliver information
on the purchasing process and to collect feedback for purchasing
enhancements.
h.. Ensure that company has product and service information available at
all times, and make provisions for literature or seminars to educate
company.
Job Requirements
· Post-Secondary education is required (either college diploma or
degree) in business or related purchasing program.
· Bilingual, written, spoken, and comprehension.
· 10 - 15 years purchasing management experience, actively
managing an organization's purchasing expenditures in excess of 30
million/year.
· 5 - 8 years experience working with an executive team and
directly managing a staff in a business related discipline.
· Experience as a purchasing manager in at least one of the
following areas: Construction, Telecommunications, Heavy Equipment, and
Professional Services.
· Should have extensive knowledge of the RFP process and
experience managing developing and responding to large RFPs.
· Expert knowledge of electronic procurement systems and how they
interact with other systems in a company (finance, HR, maintenance etc)
· Must be extremely organized, ethical, and professional.
· Proven leadership and fosters a team environment and encourages
employees to achieve personal and organizational goals.
· Ability to recognize opportunities for each division of the
company, and inform the appropriate company contacts.
