This is an enhancement come to think about it...
The current checkbox is used for GUI stuff, we need another checkbox for
telling the
OS, "go to hell, I know what I'm doing!"

It depends on what the intention of the 'invisible acton key' option was. I
don't see
the point of showing the key and making it dissabled at the same time. So
you can
have the same option show/enable or hide/dissable the action key. Labeling
it as a
bug or an inhacement is your call... :-)
