Tables with blank cells corrupting page output

I'm having problems converting pages that have tables which contain blank cells.
The page appears to convert fine without any errors but important content is randomly missing after the blank cell.
If I pad the empty cells with spaces everything works fine.
Filling all these blank table cells with spaces is not an option due to the number of pages.
It appears that special characters are not rendering either.
Any ideas?
