Chapter Heading Images and Scene Break Images

I've been considering doing an image for the scene break/dinkus and also an image for each chapter heading. For the chapter headings I'm still figuring out if I want a single image above the chapter, or across the top of the page. I have a couple of concerns though.
1. File size. How do I do this but make sure the file size doesn't become too large but the image isn't blurry/pixelated? There would be a dozen or so scene breaks and twenty odd chapter headings. 
2. How do I set the image so it stays where I want it and not be too large? I have tried it in the past but the image would change size depending on which reader I viewed it on and could look awful.
Thanks for any tips you can give me.

It depends on the destination format. If you're making a Kindle e-book, all bets are off, since they don't obey many formatting settings. If you size the image to some set size, and center it, Kindle will center it in the page. If the image size is smaller than the device, it will flow text below the image for the beginning of the chapter. On a large device, the image will look like a postage stamp but smaller readers will show more detail.
I have not had much help using the settings within Kindle, and often end up distorting the image in one dimension or another.

Perhaps Kindle will follow the normal options now that they are using a standard Epub3 format rather than Mobi format. 
Perhaps I am too optimistic...

Hi Claire,

I would recommend not using images for the text of chapter headings as it makes the book less accessible and less amenable to the reader changing text sizes to their preferences.

1. I don't think these images would be particularly large as JPEGs. However, if you have repeated identical images, such as the scene breaks, you can ensure the same name is specified in the properties of all the identical images, and that the option "Use specified image file names" is checked in your configurations. This will cause only one image to be output to the file for each unique name.

If you need the scene break images to have transparency on Kindle, you will need to use a GIF and in your configurations, set "Convert images to JPEG" to "All except GIF".

2. You can set the image width to a percentage of the screen, e.g. 90%. That should in theory be honoured by all reader software. You can centre it by putting it in a centred paragraph.
