VOD file publish to Youtube RTMP

I try to stream a VOD file in my server to Youtube RTMP

Currently, this is what I do

1. Video uploaded to VOD and then copy the vod link https://[SERVER_URL]/WebRTCAppEE/streams/1234.mp4

2. Create a new Playlist in Live Streams then paste the link  as new item

3.  Then edit the RTMP End Point as Youtube provide

rtmp://a.rtmp.youtube.com/live2/[KEY]

However Youtube cannot receive the stream. But if I try to publish a live WebRTC stream, YouTube is able to get it, it just cannot receive if my stream is a VOD file
