no there is not a difference between them. You can use both for WebRTC streaming. They are there so that you can have different settings for each app and streams assigned to the apps.You can also apply the H265 settings to LiveApp streams

I talked with the development team. H265 consumes more CPU power but less bandwidth.
Recording to mp4 files should be working for me when H265 is enabled. The name of the recorded videos end with "_265".Can you send us the error you get when you enable recording? Did you try first enabling the recording then changing to h265 also?
