Stream VOD for viewers during Live Streaming?

We want to stream some pre-recorded VOD files during Live Streaming. I saw some pretty good discussion here: https://github.com/ant-media/Ant-Media-Server/issues/3480#issuecomment-890030412

We are using OBS software to switch between different "Scenes". 

Example: 

Scene 1 - Live Stream / Intro

Scene 2: Pre-recorded content

Scene 3 - Live Stream / Closing

Is this something we can achieve without using an OBS software? Any suggestions on how I can achieve this pause live stream, stream pre-recorded content to viewers, then unpause live stream with WebRTC so our publishers can just use browser and dont have to use OBS.

If you don't like to use OBS and the browser, you can use playlist by Ant Media server https://antmedia.io/linear-live-streaming-101/ 

I'm not 100% sure but I recommend definitely checking it.
