New leapseconds file good to Dec 31 2019 now available

A new leapseconds file that is valid to Dec 31 2019 is now available at
	http://www.ncedc.org/ftp/pub/programs/leapseconds
You may have received a new leapconds file recently with an INCORRECT
valid date.  The valid date line should be:

# VALID TO: 2019/12/31

Decisions about leapseconds are make < 6 months before the next
possible leapsecond (end of June and end of Dec).  Therefore, we do
not yet know whether there will be a leapsecond at the end of Dec 2019.

Please update your systems with this new file.
Any long-running program that uses this file must be restarted for
it to recognize the new VALID line.  However, since there is no new
leapsecond declared at the end of June 2019, it is not imperative
that this be done before July 1 2019.

Official leapsecond decisions are published in "Bulletin C", the latest
of which can be always be found at:
	https://datacenter.iers.org/data/latestVersion/16_BULLETIN_C16.txt
